A map of ssh public keys to install for the root user

Debian decides to do really goofy stuff like use ttyS1 and tty1 during installation instead of the long established ttyS0 and tty0.

This Param is used in Debian specific BootEnvs.

The operator may continue using the kernel-console Param, and the appropriate TTY values will be substituted appropriately. Should a complete override be necessary, the operator may instead set the kernel-console-debian value to whatever value is preferred.
