Enforces backup retention policies by removing old backups

This task identifies and destroys all shadow machines that were created for the backup server. It handles both single endpoint deployments and HA clusters by processing all UUIDs in the backup/shadow-machine-uuids parameter.

It checks for any pending work orders before destruction and ensures all resources are properly cleaned up.
