Enforces backup retention policies by removing old backups

Creates a backup of a Digital Rebar Provision (DRP) endpoint using dr-waltool, creates a tarball of the backup, and updates status parameters.

The backup process includes data objects by default, and optionally includes artifacts (content packs, plugins, files, ISOs) when backup/include-artifacts is set to true.
