A map of ssh public keys to install for the root user

When each phase of the bootstrap is completed, it should add it's token string into the list. The UX can use the array to determine progress through the bootstrap process.

Since this is a DRP wide value, this value should be set on the global profile.

Note: The token "complete" is reserved for the USER to set.

Suggested tokens: * complete - user set * subnet - when the first subnet has been added * gateway - when DRP has been setup as a proxy * discovery - when the dicovery image has been setup * iso - when the first iso has been added * ssh - when the user has added their own SSH key
